# How to Get a Plumbing License in California: Journey-Level Work and the C-36 License

California doesn't license journeyman plumbers; CSLB says a journey-level worker "does not have a license." The state credential is the C-36 Plumbing contractor license from the Contractors State License Board. It requires four full years of plumbing experience, a closed-book C-36 exam and the Law and Business exam at PSI, and a $25,000 bond.

## Key takeaways

- Journeyman plumbers in California work under a licensed contractor; there's no state journeyman plumbing license.
- C-36 applicants must show they "performed plumbing every day for four (4) full years." Training can replace up to three of those years.
- CSLB notes a plumbing apprenticeship normally runs five years, followed by four years of journeyman time before applying.
- The C-36 exam is closed book: Planning and Estimating 22%, Underground and Rough 22%, Finish 20%, Service and Remodel 19%, Safety 17%.
- Fees: $450 application, $200 or $350 initial license, renewal $450 or $700 every two years, plus a $25,000 bond.

## Do you need a license to be a plumber in California?

Not to work as an employee. CSLB's journeymen FAQ says a journey-level person "does not have a license" and can't contract jobs that require a building permit, use employee labor, or go over $1,000 in labor and materials ([CSLB](https://www.cslb.ca.gov/Contractors/Journeymen/Journeymen_FAQs.aspx)). In practice, plumbers in California work for a licensed contractor until they qualify for their own C-36. We found no separate state certification for plumbers comparable to California's electrician certification; some cities may have their own requirements, so ask the building department where you work.

What CSLB calls journey-level experience: "Journey-level experience applies to a person who has completed an apprenticeship program or is an experienced worker" able to do the trade without supervision ([CSLB](https://www.cslb.ca.gov/Contractors/Journeymen/Journeymen_FAQs.aspx)).

## What does a C-36 plumbing contractor do?

CSLB's [C-36 classification](https://www.cslb.ca.gov/about_us/library/licensing_classifications/Licensing_Classifications_Detail.aspx?Class=C36) opens: "A plumbing contractor provides a means for a supply of safe water, ample in volume and of suitable temperature." It goes on to cover waste removal and on-site waste disposal systems, gas and liquid piping (including medical gases and compressed air), gas appliances and flues (but not forced warm-air units), piping from the owner's side of the meter, water heating equipment including solar, and devices like earthquake gas valves, backflow preventers and water conditioning equipment.

Heat pump water heaters are shared territory: CSLB says they can be installed by a C-36, whose scope includes "any type of equipment to heat water," or a C-20 HVAC contractor. HVAC system heat pumps are C-20 only ([CSLB fast facts](https://www2.cslb.ca.gov/Resources/GuidesAndPublications/2023/Fast_Facts_for_Heat_Pump_Water_Heaters_and_HVAC_Heat_Pumps.pdf)).

## How do you become a licensed plumbing contractor in California, step by step?

1. **Learn the trade through an apprenticeship or on the job** CSLB notes "A plumbing apprenticeship is normally five (5) years," and that applicants then add four years of journeyman time ([CSLB](https://www.cslb.ca.gov/Contractors/Journeymen/Journeymen_FAQs.aspx)). Keep apprenticeship certificates; they're the written proof CSLB wants for training credit.
2. **Document four full years at journey level** CSLB wants you to show you "performed plumbing every day for four (4) full years." Foreman, supervisor and owner-builder time count too ([CSLB](https://www.cslb.ca.gov/Contractors/Journeymen/Journeymen_FAQs.aspx)).
3. **Apply with the $450 fee** Once the application is accepted, the 18-month clock to pass both exams starts ([CSLB exam FAQ](https://www.cslb.ca.gov/About_us/Examination_FAQ.aspx)).
4. **Pass Law and Business and the C-36 exam** The C-36 exam covers Planning and Estimating (22%), Underground and Rough Systems (22%), Finish Plumbing (20%), Service, Repair and Remodel (19%) and Safety (17%), including fuel gas piping and water conservation ([C-36 study guide](https://www2.cslb.ca.gov/Resources/StudyGuides/C36StudyGuide.pdf)). No books allowed. A failed exam can be retaken after 21 days ([CSLB exam FAQ](https://www.cslb.ca.gov/About_us/Examination_FAQ.aspx)).
5. **Post your bond, file workers' comp and pay the license fee** Post the $25,000 contractor bond and pay $200 (sole owner) or $350. A contractor with no employees can generally file a workers' comp exemption; C-36 isn't on CSLB's list of classifications barred from exemption, but a license qualified by a Responsible Managing Employee can't use one ([CSLB](https://www.cslb.ca.gov/contractors/applicants/contractors_license/exam_application/Issuing_My_License.aspx)).

## Can you use an out-of-state plumbing license in California?

Arizona is the main route. CSLB's reciprocal list maps Arizona's C-37 plumbing licenses (and related K and L classes) to the C-36; Nevada has no listed plumbing match. Under reciprocity CSLB may waive the trade exam but you still take Law and Business ([CSLB reciprocity](https://www.cslb.ca.gov/contractors/applicants/reciprocity/reciprocal_classifications_list.aspx)).

## Starting your own plumbing company in California

- **Under $1,000 isn't a business plan:** the minor-work exemption disappears the moment a job needs a permit or you hire help ([CSLB](https://www.cslb.ca.gov/Contractors/Journeymen/Journeymen_FAQs.aspx)). Get the C-36 before you take real work.
- **Gas and water heaters:** gas appliance connections and water heaters are in C-36 scope; forced-air furnaces are C-20.
- **Taxes:** California sales and use tax on fixtures and materials, and entity filing, are in [California contractor taxes and licensing](https://www.brix.so/taxes/california).
- **Business setup:** entity, trucks, pricing and first customers are in [how to start a plumbing business](https://www.brix.so/start/plumbing).

## Frequently asked questions

### Does California have a journeyman plumber license?

No. CSLB's journeymen FAQ says a journey-level person does not have a license and can't contract jobs needing a permit, use employees, or exceed $1,000 in labor and materials. The state credential for plumbing is the C-36 contractor license.

### How many years of experience do you need for a C-36 license?

CSLB requires four full years of plumbing experience at journey level or higher. Technical training, apprenticeship or education can earn credit toward that, but at least one year must be practical experience, documented in writing.

### Is the California plumbing contractor exam open book?

No. CSLB's C-36 study guide says it's a closed-book, multiple-choice exam. Its five sections cover planning and estimating, underground and rough systems, finish plumbing, service and remodel work, and safety.

### How much does a C-36 license cost?

CSLB charges a $450 application fee, then $200 for a sole owner's initial license or $350 for other entities. Active renewal is $450 or $700 every two years, and you need a $25,000 contractor bond.

### Can a plumber install a heat pump water heater in California?

Yes. CSLB says heat pump water heaters can be installed by a C-36 plumbing contractor or a C-20 HVAC contractor. HVAC system heat pumps, however, require a C-20.

### Do California plumbing contractors need workers' comp?

If you have employees, yes. A C-36 contractor with no employees can generally file an exemption with CSLB, because C-36 isn't on the list of classifications barred from exemptions. A license qualified by a Responsible Managing Employee can't file one.
