How to Get a Plumbing License in Texas: Apprentice to Responsible Master Plumber
By BRIX Editorial Team · Updated
Texas plumbers are licensed statewide by the Texas State Board of Plumbing Examiners (TSBPE). Register as an apprentice ($15). A Tradesman Plumber-Limited needs 4,000 hours and a 24-hour course; a journeyman needs 8,000 hours and a 48-hour course. Masters need two years as a journeyman, and a Responsible Master Plumber carries $300,000 of liability insurance.
Key takeaways
- TSBPE, not TDLR, licenses plumbers in Texas. Every license renews yearly and needs 6 hours of continuing professional education.
- Apprentice registration costs $15. Apprentices may do plumbing only with a licensee on the job site.
- Tradesman Plumber-Limited: 4,000 hours plus a 24-hour course, limited to one- and two-family dwellings. Journeyman: 8,000 hours plus a 48-hour course.
- Master Plumber: a journeyman license held two years (one year with a DOL apprenticeship). The master exam is taken at Pearson VUE for $128.50.
- To run a plumbing company you need a Responsible Master Plumber designation ($225) and at least $300,000 of commercial liability insurance.
Who licenses plumbers in Texas?
The Texas State Board of Plumbing Examiners (TSBPE). Unlike electricians and HVAC techs, who go through TDLR, Texas plumbers have their own board. It registers apprentices, licenses tradesmen, journeymen, masters and inspectors, and designates Responsible Master Plumbers (RMPs), the license a plumbing business works under. A TSBPE license is good anywhere in Texas.
What are the Texas plumbing license levels?
The ladder runs apprentice → Tradesman Plumber-Limited → journeyman → master → Responsible Master Plumber. Tradesman is optional; many plumbers go straight from apprentice to journeyman once they hit 8,000 hours.
| License | Experience | Required training | Exam fee | License fee | Yearly renewal |
|---|---|---|---|---|---|
| Plumber's Apprentice (registration) | None; age 16+ (TSBPE) | None (TSBPE) | No exam (TSBPE) | $15 (TSBPE) | $15 (TSBPE) |
| Tradesman Plumber-Limited | 4,000 hours in the plumbing trade (TSBPE) | 24-hour TSBPE-approved course, or a DOL apprenticeship (TSBPE) | $36 (TSBPE) | $35 (TSBPE) | $35 (TSBPE) |
| Journeyman Plumber | 8,000 hours in the plumbing trade (TSBPE) | 48-hour TSBPE-approved course, or a DOL apprenticeship (TSBPE) | $40 (TSBPE) | $40 (TSBPE) | $40 (TSBPE) |
| Master Plumber | Journeyman license held 2 years, or 1 year plus a DOL apprenticeship (TSBPE) | See TSBPE | $25 to TSBPE + $128.50 to Pearson VUE (TSBPE) | $75 (TSBPE) | $75 (TSBPE) |
| Responsible Master Plumber (designation) | Master Plumber license plus $300,000 commercial liability insurance (TSBPE) | See TSBPE | No separate exam listed (TSBPE) | $225 (TSBPE) | $300 (TSBPE) |
What each level may do matters as much as the hours. An apprentice works under "direct supervision," meaning a TSBPE licensee is "on the job site with you at all times you are performing plumbing work"; alone, an apprentice may do only manual tasks like digging trenches (TSBPE). A tradesman may work on one- and two-family dwellings under an RMP (TSBPE). A journeyman may "install, change, repair, service, or renovate plumbing under the supervision of a Responsible Master Plumber" and may supervise apprentices on any job (TSBPE).
How do you become a licensed plumber in Texas, step by step?
- 1
Register as a plumber's apprentice
Send TSBPE a completed application and $15. You must be 16 or older. If you have a felony conviction, attach the Supplemental Criminal History Information Form (TSBPE).
- 2
Log hours on real jobs
Your employers sign Employer Certification Forms for the hours you work. Collect them as you go; the tradesman and journeyman applications both require them (TSBPE).
- 3
Take the required training course
Before the tradesman exam you need a 24-hour TSBPE-approved course; before the journeyman exam, a 48-hour course. Enrollment in or completion of a U.S. Department of Labor apprenticeship also satisfies it (TSBPE). The approved courses include 8 hours on the International Residential Code and/or Uniform Plumbing Code (TSBPE training).
- 4
Apply for the tradesman exam at 4,000 hours (optional)
The tradesman exam costs $36 and the license $35 (TSBPE). It lets you work on one- and two-family dwellings and supervise apprentices there while you keep building hours.
- 5
Apply for the journeyman exam at 8,000 hours
Submit the application, supporting documents and the $40 exam fee to TSBPE. After you pass, pay $40 for your license and pocket card (TSBPE).
- 6
Go for master after two years as a journeyman
Pay TSBPE's $25 processing fee, then $128.50 to Pearson VUE on exam day. After passing, the master license is $75 (TSBPE). Add the RMP designation when you're ready to run a company.
What continuing education do Texas plumbers need?
Six hours a year. TSBPE says "All licensees must complete six hours of continuing professional education to be eligible to renew" (TSBPE). Take one 6-hour course from a board-approved provider each calendar year, make sure it's authorized for your expiration year, and don't repeat the same course (TSBPE CE guide). Finish CE and renew before applying for your next exam, or the exam application can stall.
What endorsements can Texas plumbers add?
Three, each open to masters, journeymen and inspectors and each requiring a 24-hour approved course (TSBPE endorsements):
- Medical Gas Piping Installation: training based on NFPA 99. Exam fee $80 for masters, $27 for journeymen.
- Multipurpose Residential Fire Protection Sprinkler Specialist: NFPA 13D. A current State Fire Marshal RME-General or RME-Dwelling license can substitute for the course.
- Water Supply Protection Specialist: training based on the Texas Water Development Board's Rainwater Harvesting Manual. Same fee schedule as medical gas.
Do Texas cities license plumbers separately?
TSBPE's license pages don't describe a separate city plumbing license; the state license is what lets you plumb anywhere in Texas. Cities still issue permits and inspect the work, and pulling permits is one of the RMP's jobs (TSBPE). Permit rules differ city to city, so call the building department before you bid. We haven't verified individual city rules for this page.
Can you use an out-of-state plumbing license in Texas?
It helps, but it isn't a transfer. A plumber holding an out-of-state Journeyman or Master license may apply for the Texas journeyman or tradesman exam and is exempt from the 48-hour or 24-hour training course (TSBPE). For the master exam, a journeyman license from another state held at least two years counts (TSBPE). You still take the Texas exams.
Starting your own plumbing company in Texas
A plumbing business works under a Responsible Master Plumber. The RMP handles "general supervision and management of plumbing work performed under contracts secured under his or her license," including pulling permits, requesting inspections and making sure everyone on the job is licensed or registered. An RMP may act for "only one company at a time" (TSBPE).
- Insurance: at least $300,000 of commercial liability coverage to hold the RMP designation (TSBPE).
- Fees: $225 to add the designation (or just the $300 renewal if you apply during your renewal window), then $300 a year (TSBPE).
- Taxes: Texas sales tax treats repair and remodeling differently from new construction. See Texas contractor taxes and licensing.
- Business setup: entity, trucks, pricing and first customers are covered in how to start a plumbing business.
- Running the shop: our plumbing trade guide covers emergency-call pricing and keeping the phone answered.
